"Gentlemen, I greet you here on the bank of the James River in the year of or Lord one thousand seven hundred and twelve. First, I shall thank you, the gentlemen of the Colony of Virginia, for bringing me here. I am here to help you solve some of your problems with slaves. Your invitation reached me on my modest plantation in the West Indies where I have experimented with some of the newest, and still the oldest methods of control of slaves. Ancient Rome would envy us if my program were implemented. As our boat sailed south on the James River, named for our illustrious King, whose version of the Bible we cherish, I saw enough to know that your problem is not unique. While Rome used cords of woods as crosses for standing human bodies along its highways in great numbers, you are here using the tree and the rope on occasion.
I caught the whiff of a dead slave hanging from a tree a couple of miles back. You are not only losing valuable stock by hangings, you are having uprisings, slaves are running away, your crops are sometimes left in the fields too long for maximum profit, you suffer occasional fires, your animals are killed. Gentlemen, you know what your problems are: I do not need to elaborate. I am not here to enumerate your problems, I am here to introduce you to a method of solving them. In my bag here, I have a fool proof method for controlling your Black slaves. I guarantee every one of you that if installed correctly, it will control your slaves for at least 300 hundred years. My method is simple. Any member of your family or your overseer can use it.
I have outlined a number of differences among the slaves and I take these differences and make them bigger. I use fear, distrust, and envy for control purposes. These methods have worked on my modest plantation in the West Indies and it will work throughout the South. Take this simple list of differences and think about them. On top of my list is "Age", but it is there only because it starts with an "A". The second is "color" or shade. There is intelligence, size, sex, size of plantation, status on plantation, attitude of owners, whether the slave lives in the valley, on the hill, East, West, North, South, has fine hair, coarse hair, or is tall or short. Now that you have a list of differences, I shall give you an outline of action- but before that I shall assure you that distrust is stronger than trust and envy is stronger than adulation, respect or admiration.
The Black slave after receiving this indoctrination shall carry on and will become self re-fueling and self generating for hundreds of years, maybe thousands. Don't forget you must pitch the old Black male vs. the young Black male, and the young Black male against the old Black male. You must use the dark skin slaves vs. the light skin slaves and the light skin slaves vs. the dark skin slaves. You must use the female vs. the male and the male vs. the female. You must also have your white servants and overseers distrust all Blacks, but it is necessary that your slaves trust and depend on us. They must love, respect and trust only us. Gentlemen, these kits are your keys to control. Use them. Have your wives and children use them, never miss an opportunity. If used intensely for one year, the slaves themselves will remain perpetually distrustful. last I remember it was a Republican that fought to free the slaves, Republicans passed the amendments to the Constitution giving slaves freedom and citizenship. Without republican support neither the voting rights nor the civil rights act would have passed in the mid 60s.
It was Democrats that wanted to keep and expand slavery, Democrats that founded the KKK and passed jim Crow laws to keep minorities down. And Democrats that passed and support entitlement programs designed to do the same things the Jim Crow laws did.
So no, this man doesn't represent the GOP. he is a Democrat, to the core.
I have never seen a Republican voice the opinions of this man. I have heard Democrats do it. I know quite a bit about history, more than you seem to.

Instead of having slaves with 3/5ths of a vote they decided to take the whole vote and just make sure that blacks only had 3/5ths the quality of life.

What an exceedingly odd question to pair with words you attribute to a speech made 3/4 of a century before our country was fully separate and distinct from its European roots.
Does Abraham Lincoln's name mean anything to you in regard to slavery?
Since he was the first Republican elected to the office of President, perhaps your question would be better directed towards a party with much deeper roots in the south that has always sought to keep blacks subservient and minorities under thumb.
Are you simply another revisionist or jealous outsider who knows nothing of history? The freedom for slaves mandated following the north's victory in the Civil War was fully as a result of the leadership and commitment from a Godly, humble man who served as Commander in Chief during the 1860's whose life was taken while serving our Country. President Lincoln was an honorable man and an admirable Republican. Perhaps you'd care to research a bit more about John Wilkes Booth who was the assassin and a well-known sympathizer to Confederate groups which became the foundation and roots for traditional Democratic politics for nearly a century.
Whether it makes any difference to you or not, I had a relative serve as private secretary to the 16th President and in multiple succeeding administrations as Secretary of State. And while a distant relative I’ve never met can provide a small measure of pride over my family’s heritage, it’s hardly the basis for my personal decision to support the Grand Old Party. There are plenty of reasons why those of us who are true students of history fall in significant numbers on the conservative side.
Perhaps you'd be willing to ponder the words of Sir Winston Churchill over your assertion and consider applying a little more thought to your position:
“If you're not a liberal at twenty you have no heart, if you're not a conservative at forty you have no brain.”
