Yes, southern conservatives in the democratic party did support segregation. But nationally democrats supported civil rights and that is why civil rights legislation has been supported by Democratic Presidents.

Dixiecrats left the Democratic Party for the Republican Party in the sixties because the southern Democrats didn't want desegregation and civil rights for blacks so they joined the pro segregation anti civil rights Republican party. Not every Republican is racist but every racist is a Republican.
